A critical regulation amendment published in the Official Gazette dated June 4, 2025 (Issue No. 32920) introduces an important change that directly affects employers across Türkiye. According to the update by the Ministry of Labour and Social Security, the minimum number of employees required to mandate salary, premium, bonus, and similar payments via bank transfer has been reduced from five to three.


Scope of the Amendment
This update modifies Articles 6, 7, 8, and 10 of the Regulation on the Payment of Wages, Bonuses, Premiums and All Similar Entitlements via Banks. The adjustment aligns with broader efforts to enhance financial transparency and reduce informal employment practices in smaller businesses.


Effective Date
The new regulation will come into effect on July 1, 2025, the beginning of the month following its publication in the Official Gazette.


Why Is This Change Important?
This regulatory change marks a strategic step toward the formalisation of labour in small-scale enterprises. By lowering the threshold, more employers will be required to process payments through financial institutions, which:

Reduces the prevalence of off-the-record payments
Strengthens legal protection of employee rights
